By NITZ ARANCON Correspondent A LAWYER yesterday formally complained to Malacanang about businessman cum Barangay 33 chairman Conrad Lim in connection with his controversial Lapasan reclamation even as he called on President Duterte to demolish the structures on the property that are in the way of a coastal road project. In a two-page letter dated June 22, 2017, lawyer James Judith called for an executive action so that the Department of Public Works and Highways (DPWH) could proceed with the construction of the coastal road project in Lapasan. Judith said the lawsuits could come later. “Bo-ot pasabot ani,   through executive action sa Presidente,  demolish da-an, ayha kaso, kay sa kaso da-an ahya demolish... maputi na lang atong buhok ana, dili pa mahuman ang kaso. Dugay pa ta maka-agi anang coastal road sa Lapasan,” Judith said. He argued that the government does not have to sue Lim over his alleged failure to secure a government permit prior to the reclamation of the Lapasan foreshore. Judith said Lim should file a case against the government. “Dili kay ang gobyerno ma-oy mo-file og kaso against sa iya kay dili man iya kanang iyang gi-reclaim nga baybay sa Lapasan,” he said. Judith’s letter was sent through a representative of the Presidential Management Staff who said a briefer about the DPWH’s coastal road project has already been sent to the President. Judith also reiterated his warning that he would file graft charges against any government official who would cause the release of funds to pay Lim for the property, pointing out that the reclaimed foreshore is part of the public domain. “Kon i-expropriate sa gobyerno ang illegally acquired property, asa  man sila magkuha ug pundo intended for that purpose?” asked Judith, adding that it was like the government buying shabu.
