FORMER Cagayan de Oro Mayor Oscar ‘Oca’ Moreno has officially allied with the Padayon Pilipino party, ending decades of political rivalry.
The party has endorsed Moreno as its candidate for the May 2025 mayoral election.
After a mass at St. Augustine Cathedral, Moreno spoke about moving forward and healing past divisions.
“It’s time to prioritize the well-being of Cagayan de Oro’s people. It wasn’t an easy decision, but as you grow older, there are bigger visions to fulfill,” he said.
During a press conference, Moreno announced his candidacy, emphasizing the need for better governance. He described the current city administration as “badly mismanaged.”
“Kani atong panag uban is for common purpose dili kana for someone but for everyone,” Moreno said, adding that their team was united by a shared goal of progress and potential.

Moreno also expressed gratitude to Aloma Emano Beja, widow of Vicente Emano, the founder of Padayon Pilipino, for supporting the partnership.
First District Representative Lordan Suan, Padayon Pilipino's chairman, echoed the sentiment of reconciliation.
“It’s time to forgive and forget. What’s important now is the people, and I believe in Moreno’s leadership to develop this city,” Suan said.
Former Councilor Zaldy Ocon, who will run as vice mayor, admitted his surprise at the alliance.
“Even akong kalag nakurat,” he said, “but if this is the call of service for Cagayan de Oro, who am I to refuse?”
For the 2025 slate, Padayon Pilipino has named candidates including Ocon for vice mayor and Suan for First District representative. The alliance, however, has not yet named a candidate for the Second District.
Councilor candidates for the First District include Aga Suan, Imee Rose Moreno, Ina Pizarro, Rosanna Calingin, Joey Abbu, Edwin Micabani, Wayne Militante, and Cyril Casiño. Second District candidates include Yvy Emano, Marycris Mulat, Ram Olandesca, Jasmin Borja, Rustico Ian Achas, Jesus Jardin, Gerardo Sabal, and Roger Villazorda.
