THE Office of the Ombudsman has said there was no question that City Central School principal Arnold Tejero and his accuser were in a motel in May last year but it dismissed the complaint against him for grave abuse of authority and grave misconduct.
In a six-page Jan. 17 resolution, Deputy Ombudsman for Mindanao Rodolfo Elman also dismissed the complaint for violation of RA 7610 against Dr. Tejero. A copy of the document was shown to this paper only yesterday.
The resolution was made by graft investigator and prosecution officer Quintin Pedrido Jr. and reviewed by Hilde dela Cruz-Likit, officer in charge of the Evaluation and Investigation Bureau of the Office of the Ombudsman-Mindanao.
The complaint was filed by the mother of a 5th grade pupil on Aug. 26, 2016. She accused Dr. Tejero of using his position to bring her to a motel in Kauswagan on May 17, 2016 where he allegedly tried to be intimate with her.
The ombudsman said there was no evidence that Tejero squeezed and kissed the complainant inside a room of Resonance Inn.
But Deputy Ombudsman Elman said there was no question that Tejero and the mother were in the motel.
The photo submitted as evidence boomeranged. “Based on human nature, the sweet smile [the] complainant showed in the picture... is inconsistent with the demeanor of a victim of acts of lasciviousness,” reads part of the resolution.
