CAGAYAN de Oro City’s 1st District Representative Lordan Suan urged Congress on Monday to investigate alleged mass transfers of voters in specific areas, which he claims undermines Filipinos’ right to freely elect their representatives.
In a privilege speech during the 3rd Regular Session of the House of Representatives, Suan pointed out that the right to vote is central to democracy, and that any manipulation of voter registration threatens this principle.
He warned that suspicious increases in registered voters in areas including Batangas, Makati, Nueva Ecija, and Cagayan de Oro point to potential anomalies, citing Commission on Elections (Comelec) data.

Suan noted that while a 5% increase in voters is typical, spikes of 10-20% are unusual, and a 54% jump, as observed in one barangay, defies normal statistical trends.
He alleged that some individuals are inducing voter transfers with promises of money and jobs, benefiting politicians seeking electoral advantages.
“The election process is crucial in preserving the right of suffrage,” Suan said, adding that voter transfers for political gain threaten the integrity of the system.
He requested an investigation to expose those orchestrating these transfers and halt the practice.
The proposal has been referred to the House Committee on Rules for further review.
