WHILE on active duty, a member of the Road and Traffic Administration (RTA) in Cagayan de Oro City was arrested by the authority in a buy-bust operation, yesterday afternoon.

Police Capt. Mike Dioren Cavan, City Drug Enforcement Unit (CDEU) Chief, identified the suspect as Rolly James Macapayad, 36, married, and a resident of Gumamela Extension, Carmen, this city.

He was arrested at about 5 pm by a joint team of CDEU and Regional Mobile Force Battalion-10 inside a chicken ala carte located along Florentino-Osmeña Sts. in Barangay 31 where he is assigned.

Confiscated from the suspect were three sachets containing suspected shabu with an estimated amount of P1,700, P500 buy-bust money, and a mobile phone.

In an interview with the media, though he refused to comment regarding his earlier arrest, Macapayad admitted he used to sell illegal drugs before and he sometimes used it.

Cavan said before they conducted the said buy-bust operation, they already had made a test-buy using a police asset.

The suspect said he is connected with RTA for two years already. He said he even participated in the random drug testing for all traffic enforcers and he tested negative.

Cavan said, during the arrest, the suspect had resisted arrest and even refused to kneel down as the usual procedure.

Cavan revealed the suspect is just one of the very active drug pushers at the said department whose clients include his co-workers at the RTA.

The item inventory was done in the presence of Kagawad Felix Artajo of the said barangay and a media personality.

The suspect is now temporarily detained pending the filing of a case.
