By NITZ ARANCON Correspondent SEVEN outgoing members of the city council would likely receive no terminal leave benefits yet when they step down this month. Reason: Mayor Oscar Moreno’s proposed budget for this year has not been approved. Councilor Teodulfo Lao Jr. said Vice Mayor Caesar Ian Acenas and councilors President Elipe, Adrian Barba,  Alexander Dacer, Alden Bacal, Dante Pajo  and Ramon Tabor would likely return to private life without bringing their terminal leave benefits unless the proposed annual budget is approved by July 27, the last regular session of the present city council. Lao said he could not say exactly how much city hall owes the outgoing city council members but stated that the benefits amount to some P5 million. Lao said the same problem is facing city hall employees who would retire this year. He said the officials and the retiring city hall employees are entitled to benefits that correspond to their length of service in the government. The terminal leave benefits, Lao explained, are in the proposed 2016 budget, and without the approved annual budget, city hall would not be able to legally release funds intended for the purpose of giving the outgoing legislators and retiring employees their benefits, Lao said. “Mahimo illegal ang ilang bayad sa terminal leave ni Acenas ug mga kauban kon  kini nga pundo  kuha-on  gikan sa reenacted budget sa milabay nga tuig. Dili mahimo sa reenacted budget of 2015 kuha-on ang bayad sa ilang terminal leave kay wala man kana masulod sa maong budget.”
