CITY Hall Spokesman Janboy Actub yesterday dismissed allegations of mismanagement under Mayor Rolando ‘Klarex’ Uy’s administration, following criticisms raised by the Padayon-OSM camp during their March 27 launch.
“Gi respeto ni Mayor Klarex iyang style, pero wa nagpasabot nga mas maayo ang management style ni Oca,” Actub said, adding that facts, not rhetoric, should determine the issue.
Actub cited a Commission on Audit (COA) report, which he claimed showed that former Mayor Oscar Moreno left behind 126 unfinished projects worth over P1 billion, including defective infrastructure such as city hospitals in Tablon and Lumbia, the city library, Puerto market, and 33 school buildings without permits.
He also pointed to alleged mismanagement in housing, saying Moreno spent hundreds of millions on land acquisitions that remain unusable due to the lack of road right-of-way.

“This is over and above the almost bankrupt finances of the city inherited by Mayor Klarex Uy – with just P103 million left behind by Oca, compared to P1 billion handed to him by the late Dongkoy Emano. And P3 billion unpaid obligations,” Actub said, adding that Uy’s first three years should not be compared to Moreno’s nine-year term.
Despite financial challenges, Actub highlighted improvements under Uy’s administration, including the upgrading of JRBGH to Level 2 status, a 50% increase in outpatient services, and a 35% rise in inpatient admissions.
He also noted that the number of city scholars increased from 8,000 to 15,000, while direct social services and assistance through the People’s Day and Klarex nga Serbisyo sa Baryo have benefited hundreds of thousands of residents.
Moreno, during the launch of ‘Lihok Katawhan,’ emphasized the need to maintain and enhance the city's leadership position.
“Importante kaayo nakasabot kita sa problema sa basura, problema lang sa simple nga good management, concept-sensitive and a government who knows what people need,” the former mayor said.
