By FROILAN GALLARDO Special Correspondent and NITZ ARANCON Correspondent A REGIONAL court here yesterday ordered the release of detained National Democratic Front consultant Alfredo Mapano, allegedly a former head of the Communist Party in Northern Mindanao, from the capitolun prison facility so he can attend the scheduled meeting between the government and the NDF in Oslo, Norway this weekend. Judge Florencia Abbu of the 17th branch of Regional Trial Court here ordered the temporary release of Mapano, also known as Ka Paris, from the provincial jail sans a P100-thousand bailbond so he could attend the scheduled Aug. 20 meeting of peace negotiators. Abbu is hearing a case for two counts of robbery with homicide against Mapano. Mapano has been charged with carnapping, murder, attempted murder, robbery in band  with homicide in various courts in the region. Mapano was under detention for seven years. He was arrested at an apartelle in Barangay Carmen in 2009 based on a warrant of arrest issued by Judge Abbu. Mapano’s lawyer Francisco del Castillo said Judge Abu decided to grant the order after consulting with the Supreme Court on the matter of bail. Abbu had earlier wanted  Mapano to pay the bail for the robbery with homicide case he is facing in her court aside from the bail money he earlier paid to other courts in Malaybalay City where he faced 11 counts of murder, frustrated murder and carnapping cases. Del Castillo said Mapano planned to spend the night with his family at the Archbishop’s Residence of Archbishop Antonio Ledesma. He said Mapano would fly to Manila today to get his safe conduct pass, passports and other documents so he could immediately travel to Oslo. Under the terms of conditions of the release, Mapano’s temporary liberty would be rescinded after the peace talks end. Mapano is one of the 14 NDF consultants sought by the rebels to be released so he can help in the peace process. He is considered to be an expert on political and constitutional reforms and how to implement the ceasefire in the Reciprocal Working group Mapano was allegedly a former head of the communist party in Northern Mindanao. He was arrested while visiting his wife and three children here on Aug. 1, 2009. The military has accused Mapano of robbing and killing a family in Sitio Lantad, Barangay Kibanban, Balingasag town in Misamis Oriental in 2009, an accusation he strongly denied. “Tino-od man nga  na-ay gipatay didto sa Lantad pero wala  ko didto sa maong hitabo,” he said. On Monday, Judge Wilfredo Bibera Jr., of the 10th branch of the Regional Trial Court in Malaybalay City, ordered Misamis Oriental jail warden Dominador Tagarda to free Mapano. Judges Isobel Barroso and Teresita Camanong of the 8th and 9th branches of the Regional Trial Court in Malaybalay also issued similar orders.
