The City Council approved an ordinance earlier this week, providing free annual comprehensive medical exams to all residents.
This initiative even follows nearly three years of discussions and planning.
Ordinance No. 2025-728, co-authored by city's vice mayor Jocelyn Rodriguez and Councilor Maria Lourdes Gaane, aims to provide these medical checkups and laboratory tests in city-run health facilities.
The ordinance prioritizes senior citizens, solo parents, and persons with disabilities (PWDs).
"This ordinance will guarantee accessibility by every city resident to quality medical services... so they won’t be unduly burdened by the costs that these exams entail," said Rodriguez as she expressed her enthusiasm about the ordinance during the council meeting.
She said that the ordinance is based on Republic Act No. 11223, known as the Universal Health Care Law.
This law supports the city's commitment to making health services accessible to all citizens of Cagayan de Oro, especially the most vulnerable groups, according to Rodriguez.
Rodriguez emphasized the importance of inclusivity, saying, “No one in the city will be left behind in our pursuit of a healthier Cagayan de Oro.”
She stressed that this vision aligns with Mayor Rolando ‘Klarex’ Uy’s goal of improving healthcare access for all residents.
In addition to free medical exams, the city plans to enhance health education and awareness programs. This will help residents understand the importance of regular checkups and preventive care.
The ordinance has received positive feedback from community leaders and health advocates. Many believe it will greatly benefit those who often face barriers to healthcare.

“This is a huge win for our community,” said Councilor Gaane. “Everyone deserves access to healthcare, no matter their situation.”
The initiative is part of the city’s broader effort to improve public health. With rising medical costs, these free exams will provide much-needed support to families struggling to afford healthcare.
Moreover, the City Social Welfare and Development (CSWD) Department is also focusing on stress management for solo parents and marginalized women.
They held a stress debriefing event on March 19-20 to address the unique challenges these groups face.
During the event, participants discussed various stress management techniques and the importance of mental health.
The CSWD emphasized that supporting these groups is crucial, especially in light of the ongoing National Women’s Month celebrations.
Meanwhile, City Mayor's Office Chief of Staff Sheila Lumbatan said through these initiatives, Cagayan de Oro City aims to create a healthier and more inclusive community for all its residents.
Lumbatan said that the commitment to providing essential health services remains a top priority.
