BARANGAY Carmen chair Raineir Joaquin ‘Kapkik’ Uy stands firm against opponents who dismiss the youth as mere campaign props, emphasizing that young people are the present and the future of the city.
The son of Cagayan de Oro City Mayor Rolando ‘Klarex’ Uy, the younger Uy’s leadership is rooted in tangible programs and policies that prioritize youth empowerment.
As the then Vice Mayor, Uy championed the City Scholarship Code, institutionalizing access to higher education for thousands.
He also spearheaded the Out-of-School Youth Development Alliance (OSYDA), creating pathways for marginalized youth to re-enter education and employment.
Uy has consistently emphasized the importance of discipline and focus among the youth.
“I tell our young people, avoid vices, especially illegal drugs. Focus on your studies and be part of solutions, not problems,” he said.
“Our youth are the hope of the nation, and they should aim to be catalysts for positive change in our community,” Uy added.
He played a pivotal role in passing the Oro Youth Code, a comprehensive blueprint that gives young residents a voice in governance and access to mental health support.
His grassroots initiatives, like Sari-Saring Aralan, transformed sari-sari stores into community learning hubs.
Uy believes that empowering the youth involves guiding them toward responsible choices.
“We want our young people to see their potential not just as future leaders, but as active contributors today,” he added.
“Let’s help them be part of the solution — helping the government and community, instead of becoming a burden," Uy said.
