A revamped outreach services program that will focus on the sitios of Cagayan de Oro City’s named barangays will kick off in the last week of January, Mayor Rolando Uy confirmed on Monday.
“I will meet with our City Hall department managers to discuss our (outreach) program during the ManComm (Management Committee) meeting to find ways on how to reach out and serve the sitios of our barangays…we will prioritize our named barangays rather than the numbered barangays,” Mayor Uy said in Visayan to City Hall’s bureaucracy and officials.
In his message during Monday morning’s flag-raising program, Mayor Uy said details of his administration’s revamped outreach services program—to be dubbed ‘Suroy-Suroy Sa Baryo’—will have to be worked out to avoid inconveniencing the barangays that host these programs in their schools or gymnasiums.

Dubbed the ‘Klarex Nga Serbisyo Sa Baryo (KSB)’ during its launching in August 2022, the Uy administration’s outreach services program had served the city’s numbered barangays (1-40) and most of the named urban, rural, and hinterland barangays, even reaching as far as the outermost village of Besigan—located more than 30 kilometers from the city proper.
Uy said repeat visits will be conducted in sitios that they deem to need City Hall’s services the most, particularly those with limited access to social services.
Aside from free medical and dental services, City Hall’s outreach program also distributes PhilHealth cards, processing licenses documentary requirements, and even lot titles, among others.
The KSB also features the weekly ‘Kasalan Ng Bayan’ or mass wedding officiated by Mayor Uy and for over the past year, more than 3,000 couples were married. Each couple received a roasted pig, a cake, a bottle of wine, and wedding gifts such as packs of rice and assorted grocery items from the mayor and administration councilors.
