“DILI nako madalag hilak-hilak.”
This was the firm statement of City Mayor Rolando ‘Klarex’ Uy on Monday, June 2, during the city hall’s flag-raising ceremony, as he announced that no casual employees will be renewed and that job orders (JOs) whose contracts expire will not be rehired.
Uy said he will give others a chance to apply for government jobs.
Speaking on Magnum Radio the same morning, Uy said that after this month, he will personally review all applications submitted to city hall.
“Wala nay padreno ug padrena,” Uy said, referring to political backers or internal referrals.
He added that department heads will no longer be allowed to recommend employees for renewal or hiring.

“Dili ko gusto nga ang department manager mag rekomendar sa iyang empleyado,” he said.
Uy pointed out that he will no longer be persuaded by emotional appeals from employees seeking contract renewals.
“Dili na ko madalag dalag hilak-hilak, wala nana sa ako,” Uy said, adding that he will not allow crying job order workers to enter his office, unlike in previous years.
“Dili nako na pasudlon,” he said.
Uy said that it is now his time to enforce stricter standards, claiming he has already shown sincerity and compassion. He likened the policy shift to the logic of terminating scholarships for failing students — “to give chance to others who want to apply.”
“Kanang kalooy magpabilin apan nawala ang kalooy tungod kay kamo rasad ang makatubag nganong nawala akong kalooy,” he said, implying that employees’ actions led to the loss of his empathy.
Uy added that employees must reflect on their behavior, as he can no longer always show leniency.
“Dili pud mo makatilaw nga aduna pud koy dautan nga batasan ug kinaiya para sa mga dautan nga batasan aron maka amgo mo,” he said.
He also warned department managers not to shield their personnel, saying, “Aron dili mo mahiubos, mabalibaran gyud mo nako.”
