CAGAYAN de Oro City is eagerly preparing for its upcoming month-long 'Higalaay Festival,' and Mayor Rolando "Klarex" Uy is extending an invitation to the residents of Cagayan de Oro and nearby cities and towns to actively participate in propagating the vibrant culture of the city and contribute to maintaining peace and order.
These were the statements made by the City Mayor's Office chief of staff Shiela Lumbatan following the City Tourism Office's announcement that almost everything is in place for the festival, which promises to offer a diverse range of activities to entertain and engage the public, Friday.
"The people of Cagayan de Oro have a strong devotion to their patron saint, Augustine, and they celebrate his feast with great reverence," said Lumbatan, adding that this annual event, the 'Higalaay Festival,' holds significant cultural importance for the residents.
"Gratitude is a central theme of this celebration," she said, adding that as the residents express their thankfulness for the blessings and intercession of Saint Augustine.
According to Lumbatan, they show their appreciation through various activities and gestures, highlighting the generosity and warmth of the people in Cagayan de Oro.
"The festival is not just a religious occasion, but also a showcase of the city's unique culture and traditions," Lumbatan said.
She said that vibrant parades, lively street dancing, and elaborate floats depicting the history and heritage of Cagayan de Oro fill the streets.
"The residents actively participate in these events, displaying their talents, creativity, and unity as a community," Lumbatan said.
During an earlier 'Higalaay Festival: In Focus' program organized by the City Information Office, Acting City Tourism Officer Rico Libre highlighted that this year's festival will feature seven of the same core events as last year, with only two new additions.
The newly introduced core events include the 'Oro Fiesta Sa Baryo' program at the Pelaez Sports Center, inviting all barangays to partake in traditional games, and the Premier Volleyball League (PVL) tour, which will be held at the city's international convention Center.
Additionally, a total of 49 events, including the nine core events, are listed in Cagayan de Oro City's festive calendar.
Libre mentioned that 90 percent of the budget for the core events is already allocated, while registration for parallel events is at 80 percent.
He emphasized that with the easing of health restrictions, numerous organizations are keen to join the festivities, even without financial aid from the city, as they aim to enliven the spirit of the city's fiesta.
Libre expressed the city's openness and inability to reject their participation.
The festival's other seven core events comprise the highly anticipated annual Miss Cagayan de Oro pageant, the Higalaay Festival launching, the International Dragon Boat competition, Rhythmic Field Demonstration, Float and Civic Military Parade and Street Dancing, and Fluvial Parade and Procession.
"The festival emphasizes the camaraderie and hospitality of the residents," Lumbatan added.
Lumbatan said that it has been confirmed that the grand Higalaay Festival launching will take place at the scenic De Oro River Boulevard, marking the beginning of a month filled with joyful celebrations and cultural showcases.
Residents of Cagayan de Oro and neighboring areas are encouraged to join hands in embracing the rich heritage of the city and help create a dynamic and lively atmosphere during the Higalaay Festival, according to Lumbatan.
She also said visitors and guests are warmly welcomed and embraced as part of the celebration, reflecting the genuine warmth and friendliness of the locals.
"It becomes an opportunity for the residents to strengthen their connections, foster a sense of belonging, and promote a harmonious community spirit," she said.
Overall, according to Lumbatan, the celebration of Saint Augustine's feast in Cagayan de Oro is characterized by deep gratitude, vibrant festivities, unity, and acts of charity.
"This cultural event not only strengthens the residents' sense of identity and community but also showcases the city's rich heritage to visitors and guests," Lumbatan stressed.
