IN an effort to further empower homeowners and homeowners’ associations (HOAs), the city of Cagayan de Oro conducted an orientation training led by Mayor Rolando ‘Klarex’ Uy's administration.

The initiative was organized through the City Housing and Urban Development Department (Chudd) in collaboration with the Department of Human Settlements and Urban Development (DHSUD) Region 10.

The training is part of the 2024 Revised Implementing Rules and Regulations of Republic Act 9904, also known as the Magna Carta for Homeowners and HOAs.

“Its goal is to equip HOA members with the necessary knowledge and skills to strengthen their communities,” said Mayor Uy.

Cesar Pagapula-an Jr., acting department manager of Chudd, explained that the training focused on proper procedures for managing meetings and elections, understanding key terms used in HOAs, and assuming office.

It also covered establishing the quorum needed to ensure successful elections and effective governance.

Uy added this initiative demonstrates the local government’s commitment to providing a solid foundation for HOAs, aiming to create more informed and active communities.

“Through this, homeowners are expected to better understand their rights and responsibilities, fostering greater cooperation and unity within their neighborhoods in the city,” said Uy.
