ASSISTANT city treasurer Ramon Antonio Mendoza is set to formally assume as acting head of the City Treasurer’s Office today. Until last in the afternoon yesterday, city hall kept mum over reports that acting city treasurer Glenn Bañez has “resigned.” It explained later in the day that Bañez was recalled to his “mother unit.” Mendoza said Bañez is expected to return from his leave of absence today in order to formally turn over to him all of city hall’s financial records. Mendoza said he was designated by the Bureau of Local Government Finance (BLGF) as acting city treasurer effective March 10. His designation was signed by BLGF regional director Herminigilda Garsula this March 9. He said this in an effort to dispel reports that Bañez resigned. Mendoza said Bañez requested the BLGF to assign him back to the Quezon City  Hall’s treasurer’s office where he served before being sent to this city. “Kami nga mga [civil  service career officials] dili  man mahimo nga moesign kami kon gusto pa namo motrabaho sa gobyerno kay  mapotol man ang among   length of government service,   pero makaequest kami for  transfer,” Mendoza explained. Mendoza said he did not know Bañez’s reason for requesting to be transferred. “Bisan taga Tacloban siya pero didto man siya nagdako  sa Manila ug didto siya nag-graduate, mao nga iya tingaling gusto nga mobalik sa iyang na-andang trabaho didto,” he said. Mendoza said he also presumed that the transfer of Bañez had Mayor Oscar Moreno’s go-ahead because the BLGF would not have designated him as acting treasurer without the mayor’s recommendation. “Dili man maka-designate sa ako ang BLFG kon walay  recommendation gikan sa mayor, and so I presume nga  OK si Mayor Moreno sa  request for transfer ni Bañez . Na-a may designation sa ako   gikan sa BLGF  as  acting  city  treasurer,” he said. Mendoza said he was waiting for the Department  of  Finance (DOF) to formalize his designation. In a statement, city hall said Bañez was recalled by the Quezon city government which is his “mother unit.” “He has been ‘loaned’ to [Cagayan de Oro] upon Mayor Oscar Moreno’s request when the latter assumed his mayorship in July 2013,” reads part of the statement released by city information officer Maricel Rivera. Rivera said that in preparation for Bañez’s return to Quezon City, Moreno recommended to the BLGF the designation of Mendoza as acting treasurer. Until this week, Mendoza has been acting assistant treasurer of city hall since 2013. City hall said the BLGF designation of Mendoza came early this week. (nitz arancon)
