PHILHEALTH-10 assured the public that the agency remains financially stable despite receiving no national government subsidy this year.
During the ‘Meet the Press’ of the Cagayan de Oro Press Club event on Wednesday, January 22, Public Relations Head Merlyn Ybañez said PhilHealth members will continue to enjoy full benefits.
“As of October 2024, PhilHealth has P281 billion in reserve funds,” Ybañez said, adding that the agency also has P150 billion in surplus funds and a P489 billion investment portfolio.
“These figures demonstrate that PhilHealth is financially stable,” she pointed out.

“This year, rest assured all members, including indirect contributors, will not be affected by the zero subsidy.”
Ibañez also confirmed that all benefits currently offered, including enhancements and increases, will remain available to members.
“As long as the hospital is accredited, members can still avail themselves of the benefits,” she added.
Dr. Francis Ramos, medical specialist for accreditation and quality assurance, echoed Ibañez’ statement, affirming that PhilHealth’s financial status is “solid and steady.”
“The government has encouraged us to use our reserve funds to reduce excess, as allowable by law, before seeking additional subsidies,” Ramos said.
While Ramos acknowledged that the lack of subsidy may have a long-term impact, he assured the public that PhilHealth is conducting studies to assess its effects in the coming years.
“All our forecasts and projections account for a consistent national subsidy,” he said. “We ask for the public’s patience as we evaluate the potential impacts.”
Ramos also noted that PhilHealth is nearing the full implementation of the Universal Health Care Law, which will ultimately reflect the agency’s efficiency in managing its funds.
Both officials reiterated their commitment to ensuring that members receive uninterrupted and enhanced benefits, regardless of funding challenges.
