KAGAY-ANONS should support barangay and Sangguniang Kabataan (SK) candidates who are committed to implementing waste segregation in their communities in the Oct. 30 elections, City Hall’s environment chief said.
During the program ‘Environmental Protection: In Focus’, Engr. Armen Cuenca, chief of the City Local Environment and Natural Resources Office (Clenro), reiterated that the barangay leaders are the frontliners in the city’s garbage collection efforts because they directly deal with their communities in implementing the waste segregation program at the household level.
“My apologies to the barangay (chairpersons) but as what I’ve been saying in radio interviews and on social media, I’m asking the Kagay-anons now; if your candidate doesn’t have a clear program on solid waste management then don’t support him or her,” Engr. Cuenca said in Visayan.

Cuenca said City Hall through the contracted hauler only collects the residuals which are taken to the city landfill site. During last Monday afternoon’s City Council session, Councilor Roger Abaday said barangay and SK leaders should take the lead in implementing waste segregation in their communities in compliance with Republic Act (RA) 9003 or the Solid Waste Management Act of 2000.
Aside from contracting a new garbage collector Jomara Konstruct Corp., City Hall is also implementing a citywide cleanup program every last Friday of the month.
Cuenca cited a City Health Office (CHO) finding that showed zero incidence of dengue cases in barangays 1 to 40 due to their sustained implementation of the waste segregation program.
“If their barangay is not clean their community is vulnerable to diseases like dengue. So if their barangay and SK candidates don’t have a clear program to implement waste segregation then my advice to them is to look for another because they will suffer if they support such candidates,” he said.
