SITIOS in Barangays Tignapolan, Carmen, and Tuburan may become the first recipients of a leaner, ‘quicker’ outreach program dubbed as ‘Suroy Suroy Sa Baryo’ by Mayor Rolando Uy’s administration.

In his message during Tuesday’s monthly management committee (ManComm) meeting held in one of the city’s hotels, Mayor Uy said his administration’s revamped outreach program will exert efforts to immediately resolve a recipient community’s immediate priority concerns within the soonest possible time.

Uy also said identifying target beneficiaries will depend in part on their accessibility and urgency of their concerns.

“Not all departments will be on site. We’ll focus our efforts on resolving their specific immediate concerns,” Uy said in Visayan.

City Administrator Roy Hilario Raagas also said as much. “If their concerns can be addressed within the day, we’ll do so,” he said.

During the program presentation, Raagas said a ‘community diagnosis’ or pre-needs assessment will be conducted to determine the community’s priority concerns.

“That way, we know what concerns can be rapidly addressed…and we know how many departments will be tapped to resolve these concerns,” Raagas said in Visayan.

City Tourism and Cultural Affairs Office chief Rico Libre, who serves as ‘Suroy’ program coordinator, said the ‘community diagnosis’ will be conducted by the mayor’s team in tandem with the Office of Community Affairs (OCA).

OCA chief Oliver Egypto said the community diagnosis should take into consideration every barangay’s existing development plans.

“(Based on our experience with the ‘Klarex Nga Serbisyo Sa Baryo outreach program) we have a good handle of what a community wants in terms of services (be it health, lot titles, infrastructure),” Raagas said, adding that consultations with barangay and community leaders will be done before Mayor Uy’s visit to the sitios along with some City Hall department chiefs.

The mayor’s chief of staff Sheila Lumbatan said as much, explaining that the Uy administration’s delivery of services to the target beneficiaries of every sitios will be focused and immediate.

“We’ll secure constant feedback from our stakeholders. Every sitio may have similar or different needs so we (we need to adjust according to their priorities),” she said.

Raagas said the schedule will be finalized and Mayor Uy will issue an executive order soon.

“What’s important is we make our presence felt and we resolve their priority concerns even if we don’t solve all their problems,” Mayor Uy said in Visayan. (Stephen Capillas of the City Information Office)
