Rosuman confirmed that Bureau has issued a six-pages ruling on April 1, 2015 in connection with the death of 10-year-old Yanna Chan but added that it was not final and executory since Garin has yet to conform to it.

Rosuman said the bureau’s director, lawyer Nicolas Lutero III, will return from Japan and that by Monday, he would meet with Garin to discuss the suspension order.
Dr. Rosuman said Garin would likely uphold the decision of the Bureau to deny the motion for reconsideration of the BDH.

The new DOH director for Caraga, Dr. Jose Llacuna Jr., said he has yet to see an official copy of the suspension order. He said the DOH regional office would wait for instructions from Garin.

The hospital has been slapped with the suspension order after the Bureau held it accountable for allegedly failing to admit the ailing girl because her parents failed to give a downpayment. The girl died on the way to another hospital.
