THE National Bureau of Investigation (NBI) arrested a retired American computer engineer for alleged child abuse in Gusa, this city, on Tuesday night. The suspect, 66-year old Kenneth Dale Rosebuch of Dallas, Texas, was charged with child abuse and human trafficking before the City Prosecutor’s Office yesterday. NBI regional director Angelito Magno said Rosebuch was “caught in the act” inside his rented house at Capistrano Complex in Gusa. Magno said the American was with a minor in the house when he was arrested at around 9 pm Tuesday. Rosebuch maintained his innocence, and stated that he did not abuse any child. He said he has also asked the NBI to inform the US Embassy in Manila about his situation here. Magno said the complaint against Rosebuch was based on the allegations of two teenagers––a 15-year old and a 16-year old––that they were abused by the foreigner. Magno said Rosebuch, who has been living in the country for about eight already, has long been under NBI surveillance. (nitz arancon)
