A PROPOSAL by Councilor James Judith to live broadcast plenary sessions of the Sangguniang Barangay (SB) and Sangguniang Kabataan (SK) in all 80 barangays of Cagayan de Oro City has sparked diverse opinions on its feasibility and necessity for transparency.

Liga nang mga Barangay’s President, Councilor Yam Lam Lim, expressed skepticism about the viability of mandating live streaming in every barangay.

Lim, who oversees all village chiefs in the city, argued that imposing compulsory live streaming might be impractical, citing budget constraints in certain barangays.

“There are barangays without internet, and some face budget shortages,” emphasized Lim, highlighting the need for a thorough consultation process in each barangay.

However, Barangay 17 Barangay Chairman Anthony Atterviry III presented a contrasting perspective. Recognized as the first smart barangay in the city, Atterviry shared the advancements his barangay has made in terms of technology and transparency.

Atterviry highlighted the implementation of AI closed-circuit television (CCTV) coverage throughout Barangay 17, which has not only resulted in a cleaner environment but also enabled monitoring of proper waste disposal.

“We can see who disposes of their garbage properly and who doesn’t,” he said.

In addition to free Wi-Fi accessibility for all constituents, Barangay 17 is currently in the initial phase of its barangay information system.

Atterviry explained that the system allows them to manage a comprehensive database of residents, including personal details, health information, occupation, and educational status.

“We can quickly respond to residents’ needs, knowing who they are, their illnesses, jobs, and educational status,” Atterviry said.

The system also facilitates online access to indigency certificates and other clearances, streamlining bureaucratic processes for residents.

With the digital advancements in Barangay 17, Atterviry expressed support for Councilor James Judith’s proposal to livestream plenary sessions city-wide.

He urged the city council to prioritize the installation of internet connectivity, citing the affordability of internet services in the present era.

“We should embrace digitalization to catch up with the rest of the country,” Atterviry pointed out. He concluded by urging the city council to take swift action in implementing internet connectivity across all barangays.

Earlier, majority floor leader Edgar Cabanlas and minority member Jose ‘Pepe’ Abu opposed Judith’s proposal, citing potential violations of each barangay’s supposed autonomy.

Cabanlas said that making live streaming of sessions mandatory might be inappropriate because each barangay possesses independence.

Judith’s proposed ordinance has since been referred to the Committee of Barangay Affairs, chaired by Councilor Alam Lim, and the Committee on Youth, chaired by Councilor Kenneth John Sacala.
