MISAMIS Oriental Gov. Yevgeny Vincente Emano reported for work yesterday following his second leave of absence in a month but he spent the day meeting with various groups.

Emano started the day by signing a memorandum of agreement on quick access to energy fund shares with FDC Utilities Inc.-FDC Misamis Power Corp. president and chief executive officer Juan Eugenio Roxas.

The agreement was for the establishment of trust accounts in compliance with the amended Energy Regulations 1-94 (ER 1-94) of the Department of Energy (DOE).

Through the DOE Department Circular (DC) 2018-08-0021, power generation companies can now transfer financial benefits directly to their respective host communities.

After the flag-raising program and the signing of the MOA with FDC, the governor went straight to his office.

Reporters went to his office but they were told by Emano’s staff that the governor was unavailable because of his closed-door meetings.

Emano, who just came from Vietnam, spent the day in closed-door meetings and avoided reporters regularly covering the capitol.

The governor has not made himself available for interviews since last month when his controversial 2013 lease contract with a woman named Rhea Ritzie P. Nueva surfaced. The contract allowed Nueva to lease a 1,029-square meter property across the Northern Mindanao Medical Center, build on it, and then sublet structures without the approval of the provincial board. But Emano’s lawyer, Cerilo Neil Pacana, said the province’s revenue code clothed Emano with authority to enter into a lease contract with Nueva and her company, Capitol Lease Ventures.
