IT has been several days after the temporary restraining order (TRO) was supposed to be complied with by COBI by restoring its bulk water supply to the COWD. But based on the volume and pressure of water delivered to several households, we cannot help but doubt if COBI did comply with the court order.

In my case, and even without using a pressure gauge, the pressure of water from our faucets has observably decreased. Some acquaintances living in various parts of the city have also reported that they are still experiencing “low-pressure-to-no-water”.

Is it because of the lesser delivery made by COBI to the COWD despite the TRO? The COWD should check this. It also owes an explanation to its consumers.

It is not as if we do not know the problems that the COWD is now facing but the TRO was supposed to restore the service before the act of COBI of discontinuing the supply of bulk water to the COWD.

Lest we forget, the contract consumers have executed is with the COWD not with COBI. It is just but right for the former to be informed by the COWD of what is happening.

Has COBI delivered the volume of water it has committed under the bulk water supply contract, or has it delivered a lesser volume just equivalent to the P16 per cu.m. price paid by COWD not equivalent to the P24 per cu.m.? Is COBI delivering only 66% of what it is supposed to deliver because the COWD is paying only 66% of COBI’s current price?

The current state of water supply to households seems to lead me to believe this is the case despite the TRO.

Should we be content to live with low pressure to no water?
