BUTUAN CITY — Climate Change Commission Vice Chairperson Mary Ann Lucille Sering filed her Certificate of Candidacy for Surigao del Norte’s second congressional district under the Liberal Party, here yesterday.

Sering has been serving the country’ s climate change commission as President Benigno Aquino III’s second in command.

“The people of Surigao del Norte particularly the second district clamored the return of Secretary Sering to her homeland. She is making good at the Climate Change Commission but our constituents wanted a taste of her successful leadership,” Surigao del Norte 1st district Rep. Francisco Matugas told the Gold Star Daily.

LP vice president and Department of Budget and Management Secretary Florencio Abad and President Benigno Aquino III personally handpicked and endorsed Sering for the congressional post in the province, Matugas added.

Matugas is also the administration party’s general campaign manager for the province.

Sering, a lawyer by profession, served as under-secretary of the Department of Environment and Natural Resources, handling administration, finance, and legal divisions of DENR, before accepting her post as climate change czar. She is one of the youngest to serve as Cabinet member at 40 years old.

While head of the legal department, she formed the Green Legal Warriors, a volunteer program for law students. She pushed for a specialized curriculum of Mandatory Continuing Legal Education to focus on environmental laws for all lawyers at the DENR. The first of its kind ever introduced at the Department and in any MCLE course.

Before she joined government service, Sering served as Associate Dean of the San Sebastian College of Law. She was also a professor handling environmental law and banking and finance subjects.

She advocated for environmental law to be a mandatory subject in law schools. While teaching, she also studied her masters and earned her Masteral Degree in social entrepreneurship specializing on microfinance at  the Asian Institute of Management.

Secretary Sering is daughter of undefeated, the late Surigao del Norte Gov. Jose Sering.
