By NITZ ARANCON Correspondent CITY hall failed again to bag a “Seal of Good Local Governance” because of debts, its failure to provide a DSWD-accredited social development center and for not upgrading the City Disaster Risk-Reduction Management Office into a department. As a result of the poor performance showing, city hall employees may not received their 14th month bonuses, said city administrator Dionne Gersana. He broke the bad news to local government employees during the flagaising ceremony at the city hall grounds yesterday. Gersana however said city hall’s failure to bag the coveted “seal” from the Department of Interior and Local Government (DILG) was due to three criteria. The first is on the unpaid loans of city hall officials and employees secured from the Government Service Insurance System (GSIS). “Wala gihapon mobayad sa ilang loan sa GSIS, mao nga bagsak ang city hall sa  financial category sa SGLG,” he said. Another, Gersana   said, is the absence of a social development center accredited by the Department of Social Welfare and Development (DSWD). “Na-ay atong mga city social development centers   pero dili man accredited sa DSWD kay wala  gani building permit,” Gersana said. He said the City Disaster Risk Reduction Management Office (CDRRMO) should have been turned into a city hall department but the previous city council did not approve enough funds to upgrade the office. He said he was afraid that the 14th month pay, which is performance-based, would not be released this December.
