By NITZ ARANCON Correspondent COUNCILORS on Monday frowned over a proposed supplemental budget of P72.4 million by Mayor Oscar Moreno even as it referred it to its finance and appropriations committee. The city council’s move came despite Moreno’s act of certifying proposed Ordinance  2016-53 or 2016 Supplemental Budget No. 2 as urgent. If approved, the ordinance would have allowed the Moreno administration to have an additional budget of P72,441,346.95 this year. The funds were supposed to be sourced from city hall’s general fund (P68.788 million), and economic enterprises (P3.653 million). Councilor Zaldy Ocon said city hall planned to use some of the additional funds to replace street lights to Light-Emitting Diode (LED) in order to significantly reduce the local government’s electric bills. City hall, according to Ocon, has been spending millions of pesos to maintain the street lights and changing thse to LED would prove to be cost-effective in the long run. Councilor Teodulfo Lao Jr. proposed that the matter be referred to the city council’s committee on finance and appropriations because there was no certification of availability of funds by the Local Finance Committee . “Pirmi ko mobotar ana   nga ordinansa basta kay ma-comply lang ang requirement sa bala-od,” Lao said. Councilor Edna Dahino said city teasurer Glenn Bañez should issue a certification first. Councilor Leon Gan strongly objected to the proposed ordinance. “I register my objection niini    nga ordinansa... Wala pa man diay certification ang atong treasurer, nganong na-agenda man kini karon sa atong session? Nagduda na galing ko niining mga supplemental budget,” he said. Councilor Ian Mark Nacaya responded to Gan, and explained that the proposed ordinance was included in the agenda because it was certified as urgent by the mayor. “Certified urgent man kini ug ang city council kinahanglan mohatag ug action sulod sa usa ka    simanabasta certified as urgent,” Nacaya said. The city council agreed to defer discussions on the proposed supplemental budget as it referred it to its finance committee.
