By NITZ ARANCON Correspondent COUNCILOR Zaldy Ocon is facing charges for allegedly slapping a traffic law enforcer at the city council in front of officials of the Roads and Traffic Administration (RTA) over a petty quarrel yesterday morning. The slapping victim, 23-year old Ric Emmanuel Agustin, went to the Divisoria police station to complain about what Ocon did to him at around 10 am. For starters, Agustin said, he was contemplating on charging Ocon with physical injuries for the act that could also bring the councilor to face the city council’s ethics committee and the Office of the Ombudsman. The city’s traffic czar, lawyer Jose Edgardo Uy, confirmed that he and RTA operations chief Nonito Oclarit witnessed the violence at the gallery of the city council. “Paglaparo niyag  kausa ni Agustin, ako siya (Ocon) nga gihawiran kay basin iyang sundan. Ako siyang gi-ingnan nga ‘Ayaw kagawad,’” Uy said. Uy said he went to the city council to attend a hearing on Mayor Oscar Moreno’s proposed budget for city hall next year. He said Oclarit came, accompanying Agustin so they could talk to Ocon and settle differences because of a spat that took place at Yacapin-Guillermo streets near Cogon market on Wednesday. Earlier, Ocon supposedly complained to Oclarit about the way Agustin behaved and disrespected him when he asked why he was issued a citation ticket. Agustin said a colleague of his issued the ticket to Ocon at around 7:51 am because the councilor parked his blue Montero SUV at a designated loading and unloading area near the public market. The “yellow box” meant the area is not for parking. Uy said Oclarit and Agustin went to the city council not to provoke the councilor but to discuss the matter with Ocon. Uy said the RTA would conduct an investigation to determine what really happened near Cogon market on Wednesday morning. This paper tried but failed to get in touch with Ocon and ask for his comment.
