By NITZ ARANCON Correspondent THE Office of the Ombudsman has summoned Mayor Oscar Moreno, Vice Mayor Joaquin Uy and all members of the city council and their predecessors to answer the accusation that they violated the law on solid waste management. Moreno and the other respondents were accused of inaction over the recommendation of the Environment Management Bureau (EMB) for city hall to close down the city dump in Upper Dagong, Carmen, and open up a new one elsewhere. Romeo Hidalgo, commissioner of National Solid Waste Management Commission, said the alleged inaction was a violation of RA 9003, otherwise known as the Solid Waste Management Act. Nelson Edralin, team leader of the Environmental Ombudsman Program Mindanao Hub, summoned the city officials and former officials to a hearing scheduled at 1:15 pm on Oct. 26. The hearing has been set at the Training Room, 8th  floor of the Community Center of Ateneo de Davao University on Emilio Jacinto St. in Davao City. In a two-page order dated Oct. 6, Edralin warned that the respondents who fail to come “shall be dealt with accordingly.” Summoned together with Moreno to the hearing were Vice Mayor Uy and former vice mayor Caesar Ian Acenas, heads of the 17th and 18th City Council, respectively. Also summoned were councilors Zaldy Ocon, Lordan Suan, Edna Dahino, Jay Pascual Romeo Calizo, George Goking, Annie Daba,  Reuben Daba, Nadya Elipe, Ma. Lourdes Gaane, Dometilo Acenas Jr., Ian Mark Nacaya, Leon Gan, Teodulfo Lao Jr., Suzette Daba and Enrico Salcedo; Former councilors Lourdes  Darimbang, Roger Abaday, Dante Pajo, Alden Bacal,  Adrian Barba, Ramon Tabor, Alexander Dacer, and President Elipe. Edwin Dael, chief of city hall’s environment and natural resources  office, was also summoned. Edralin said the officials and former officials should explain and defend the feasibility and viability of city hall’s safe closure and rehabilitation plan for the city’s sanitary landfill in Upper Dagong, Carmen, before a panel of investigators. Commissioner Hidalgo earlier brought Moreno and other city hall officials to the ombudsman for allegedly ignoring warnings by EMB regional director Sabdullah Abubacar about the city dump which has been posing serious environmental and health hazards.
