Letter to the Editor IN the three-way debate among the vice-mayoral candidates, I heard the recent comments of Vice Mayor Ian Acenas that it is not true that the city council, which is composed of the uncooperative and over-politicized blindly obedient city clowns, zero’ed the budget of the Roads and Traffic Administration (RTA). Does this public official know how to read budgets and financial documents?  Based on the column “Hapsay na Bai,” (http://mindanaogoldstardaily.com/theeal-score-2/ and http://mindanaogoldstardaily.com/theeal-score/), there were items in the RTA budget that were disapproved by the city circus, hence, zero. Of course, the circus could not have disapproved all budgetary proposals because that would again be another violation of law.  The circus cannot provide for zero salaries to existing employees of an office otherwise the public service functions of that office and of the local government in general will cease to the detriment of the public in general. Once the vice mayor graduates from the clutches of his tormentor, he will then see the sacrifices that the people of Cagayan de Oro have gone through because of the inutile city circus.
