A CONVICTED rapist and arsonist, released from a Davao prison facility in March because of the Good Conduct Time Allowance (GCTA) law, surrendered to the Valencia police in Bukidnon on Friday.

Camp Alagar said 49-year-old Larry Canunay of Purok 10, Puerta, Barangay Lurugan, Valencia City, handed himself over to authorities two days after convicts released because of the GCTA were directed to surrender 15 days to surrender.

Canunay is the first convict freed because of the GCTA to surrender to the police in Region 10.

Camp Alagar said Canunay surrendered to Valencia city police director Lt. Col. Surki Sereñas and the Criminal Investigation and Detection Group (CIDG) with the help of Niño Tabukalaon, a barangay councilor of Lurugan Valencia City.

Sereñas said Canunay was convicted and sentenced for rape and arson on March 22, 1991.

This March 22, he was released from a Davao prison on the order of JCS/Supt. Melencio Faustino.

Camp Alagar said Canunay would be turned over to the Davao prison colony as soon as it receives specific directives about the GCTA convicts’ disposition.

Sereñas said of the surrender of released convicts: “I am glad they heeded the President’s call to surrender. These are proof of their respect for authority. It is just so unfortunate that they have to be rearrested because of unsettled legal issues. They are already old and mellow. They also deserve to live normal lives with their families.”

Meanwhile, police regional director Brig. Gen. Rafael Santiago Jr. ordered police units to prepare  to the track down and recapture released convicts.

“We will double our efforts to arrest and put them back in prison if they will not surrender,” Santiago said.
