THE City Council on its regular session last week enacted an ordinance authorizing City Mayor Oscar S. Moreno to enter into and sign the Memorandum of Agreement with the Department of Social Welfare and Development (DSWD-10), covering the parties’ collaboration in the implementation of Social Protection Programs in the city.

This in line with the DSWD’s programs, projects and activities (PPAs) which aims to address the needs of the marginalized sector  and reduce the level of poverty.

Under the agreement, the DSWD shall coordinate with the city on the introduction, development, implementation, monitoring and assessment and evaluation of any and all DSWD PPAs to be undertaken in the city.

It shall also provide relevant data to the city in a timely manner consistent with the Data Privacy Act of 2012, important for informed decision-making by the city on the implementation of DSWD PPAs; establish and strengthen a counterpart City Action Team, to be  referred to as CAT that will serve as DSWD’s main unit for coordination, and support in the implementation of all DSWD PPAs in the city, among others.

For its part, the city shall coordinate with the DSWD on the various PPAs, both current and planned, being implemented in the city that will support DSWD social protection PPAs.

It shall also take a strong leadership role, thru the city mayor, in ensuring the convergence of programs of the local government, DSWD and other NGAs to mobilize and focus support to the Pantawid Pamilya beneficiaries in order to raise the status of their well-being from the baseline and prioritizing the families under survival and under subsistence level to improve to self-sufficiency level by 2022, among others.

The legislation was endorsed and reviewed by the committees on social services and on laws and rules chaired by Councilors Joyleen Mercedes Balaba and Ian Mark Nacaya, respectively. (sp)
