WAITING. Despite being shadeless from the sun, the residence of Barangay Macasandig who failed to claim their special ayuda in August from the Department of Social Welfare Development (DSWD) line-up outside the barangay's covered court waiting for their names to be called over the speaker. Due to the number of people who showed up hoping to receive their share of the cash assistance, observing social distancing was difficult. RESIDENTS in Cagayan de Oro took to social media to question the 99.75% payout percentage announced by the local government of Cagayan de Oro City on August 31.

The concerned residents contend that they are confused with the percentage saying a significant number of beneficiaries who are both in the “clean list” and the second batch who have yet to receive their special “ayuda” from the Department of Social Welfare and Development to families who have been affected by the enhanced community quarantine in the city.

According to a recent report provided by the City Information Office, it has already achieved a 99.75% payout percentage or P765,904,000 from the total budget of P767,824,000 provided by the DPWH as of August 31, leaving only P1,919,000 of unclaimed special ayuda.

Cagayan de Oro received a total of P767,824,000 in funds from the welfare department. Of this, P765,886,000 was claimed by 293,109 beneficiaries (families and individuals).

Numerous beneficiaries of the said ECQ special ayuda from different barangays have taken their grievance to hotline numbers provided by their respective barangays and the city but to no avail. After a debacle during the distribution of the said financial assistance to who should take the reins in distributing the aid the responsibility was later removed from the barangay level and the city government took control of the distribution itself.

This is where things began to go downhill. Last month Barangay Nazareth chairman Max “Jonjon” Rodriguez after receiving the “clean list” of beneficiaries from the City Social Welfare and Development (CSWD) who would benefit from the financial assistance was left puzzled and questioned a number of names repeating itself on the list. He, however, wasn’t the only one as residents from the said barangay commented and expressed there dismay over not receiving a call from the CSWD even though their names are on the clean list.

Residents of the said barangay also asked “Kung clean list kato, ngano gabalik-balik ang ngalan sa tao?” This sentiment was also shared by residents of Barangay Macasandig as well as other barangays on social media with some claiming that: “Nabulsa na amoa ayuda.”

On this paper’s officials social media pages when the 99.75% completion was announced people also had a hard time digesting the information and were left in awe on how the city government managed to achieve the said percentage when some of them have yet to receive a call from the CSWD telling them to claim their assistance at their respective barangays.

A comment posted on this paper’s social media page said “Wa gyud ko kadawat sa ako, guilabyan lang ko [k]ay sa balikan [r]ako. kay alphabetical ang distribution until now la gyud. Somebody must have it kay I saw my name no. 26 sa schedule for distribution.”

With another commenting “Pag sure mo oi, asa naman ang amoa wala man lagi, kinsa man nag claim sa amoa?”

Pssssttt maulaw bya ta dghan pa kaayo unclaimed og wala pa sa listahan saon nlang,” another person posted.

These are just but a few comments on social media disagreeing on the 99.75% payout percentage announced by city hall earlier this week.

As of August 31, from the P767,824,000 funds received, P765,886,000 of the funds have been claimed, 293,109 beneficiaries (families & individuals) benefited from the ECQ special ayuda and the .25% of the 99.75% is P1,919,560 is still unclaimed.

Meanwhile, the city government is still continuing its distribution of unclaimed ECQ special ayuda and at the same time is distributing food packs from DSWD in different barangays of this city.
