THE “no registration-no travel” policy is better explained in LTO Memorandum Circular no. AVT-2015-1937 sent to all regional directors, and assistant regional directors, among others.

It states that “in order to more effectively implement the Memorandum Circular No. AVT-2015-1927 dated 20 March 2015, the ‘No Registration-No Travel’ policy, and after due consultation with the Regional Directors and LTO stakeholders, including accredited Manufacturers, Assemblers, Importers, Dealers and Rebuilders, the counting of the seven days period for initial registration shall commence on the date of the Vehicle Sales Invoice. However, the 50% penalty shall be collected only if the applications for more vehicle registrations, together with the mandatory supporting documents are submitted beyond the seven-day period from the Sales Invoice date.

“Moreover, all transmittal forms from the accredited dealer shall be stamped with the date of receipt when the application for registration was received for recording and validation purposes. Attached is the template of the transmittal form.

“This memorandum circular shall take effect immediately and all other issuances in conflkict herewith are deemed superseded.”

On Special Plates and Commemorative Plates. The use of Commemoratives Plates ends with a circular that was discussed in this column before. Still, many continue to use them and continue to defy the circular for many reasons. If you are connected with the government, have connections with the government, rich and powerful and prefer to continue to defy this circular, please stop. We are not special people and not above the law. Please remove your commemorative plates.

If you can’t help and love to be special, you can legally apply for a Special Plate with forms readily available in the LTO office. But there are requirements which an applicant must strictly adhere to. Once you apply for it, be sure you follow what you are told to do.

If you think there is something sinister in it, RD Ulep will personally deliver it to you to erase doubts. The issue on trucks using our highways and roads as parking spaces, LTO has no jurisdiction on it. It is for the LGUs and DPWH to do something and to apprehend.

Criticisms against Ulep are not few. He can defend himself in any forum. One needs only to show a little respect and be his friend to know him better and be invited to his office for a one-on-one interview. Believe me, he is tough and not a push-over. Show him respect and he is meek as a lamb.

He is feared mainly because the reforms he is introducing do not sit well with those used to the old ways. I have witnessed people removed or transferred. We can expect retaliation in many forms. I am not special to him nor do we go out more than the usual courtesies in our respective jobs. One needs only to be sincere in dealing with each other.

He goes out of his way to help people in need officially. But don’t deal with him treacherously. All hell could break loose if you do.
