MISAMIS Oriental Gov. Yevgeny Vincente Emano is set to deliver his State-of-the-Province Address (Sopa) at the capitol grounds with much fanfare today, and report about how the provincial government posted a growth of 34 percent in local revenues from July 2013 to June this year.

Emano would deliver his annual report during a session of the provincial board at the provincial capitol kiosk. Vice Gov. Jose Mari Pelaez said the provincial board would suspend its house rules in order to allow Emano to deliver the “Sopa.”

Pelaez said he asked the female members of the provincial board––Virgilia Dumadag, Nancy Madjos, Susan Lagbas, and Mercy Grace Acain––to dress up like Maria Clara because they would fetch the governor and accompany him to the Sopa venue at the capitol grounds.

Pelaez said the male members of the provincial board would all wear their Barong Tagalog. The Sopa would start after the capitol flagaising rites at around 7 am.

Emano is expected to report about the gains of the capitol during his watch, including the increase in the provincial government’s local revenues from P144.6 million in July 2013 to June 2014, to P215.9 million from July 2014 to June 2015.

The capitol hit the billion-peso mark with its total revenues reaching P1.1 billion this year mainly due to its shares from the national government such as the Internal Revenue Allotment, lottery, and excise tax on tobacco, among others.

From July 2013 to June 2014, the capitol received P838 million from the national government. But the funds from the national government increased to P950.1 million or by 12 percent during the period July 2014 to June 2015. Emano is also expected to report about the collective growth in revenues generated by the eight capitolun hospitals.

The hospitals reportedly generated P69.5 million from July 2014 to June 2015 compared to P65.2 million they earned during the same period in 2013 and 2014 despite the capitol’s “zero-billing, zero-payment” policy on the Misamis Oriental Care System (Misorcares) program. (nitz arancon)
