Butuan City Commission on Elections officer Atty. Samuel Rollo claimed paying people to attend political parties is a form of vote buying but lamented that it is very difficult to prove and to prosecute unless those who received money are willing to issue affidavits and testify.

As of yet, no one in Butuan City has come forward and complained they received P500 from both political camps.

Reportedly P500.00 were being paid for each person or supporters who attended both proclamation rallies.

In paid radio program this morning of broadcaster Lando Apit of the group of Lagnada aired over DXJM radio station, Apit alleged the group of Mayor Amante-Libarios-Culima paid P500 each of those who attended their proclamation rallies that ended early dawn at 3 am the following day March 29.

Gold Star Daily tape recorded proceedings of the two radio programs.
