BUTUAN City — The Commission on Elections-Caraga Regional Director Renato Magbutay confirmed he received report about widespread vote selling and buying on May 9 but added he could not anything about it unless someone would come forward and issue an affidavit and file a case.

In an exclusive interview, Magbutay said he has received reports of massive vote selling and buying but has yet to receive formal complaint affidavits.

Magbutay added Comelec cannot provide witness protection for people who would lodge a formal complaint.

In the press conference held at the Media Center inside Camp Rafael Rodriguez compound which sits at the Police Regional Office 13 , Magbutay told reporters defective VCMs were replaced with new ones  while some conducted manual voting.

Defective VCMs caused delay for hours the voting in some voting centers in Butuan City, Surigao City, Surigao del Norte, Agusan del Norte provinces and other areas here in Caraga Region.
