Calizo, who heads the committee on public safety said a traffic management plan should also consider the pedestrians’ safety.

This can only happen, he added, if the “5Es concept” in traffic planning is implemented properly. Calizo said 5Es stand for engineering, education, environment, economics, and enforcement.

He said RTA’s disregard to the other “Es” could be the reason why vehicular accidents and traffic incidents have risen in the last 10 months of this year.

Calizo also pointed out that the entire city council fully supports the RTA with the fact that they unanimously approved its yearly budget.

The budget, he said, would only be wasted if RTA could not address the engineering, education, environment, and economic concept in traffic management planning.
