COMMISSION on Higher Education Commissioner Patricia Licuanan has appointed Dr. Rosalito Quirino as the officer-in-charge of the University of Science and Technology of Southern Philippines.

Quirino, who is the chancellor of USTP-Claveria in Misamis Oriental (formerly known as Misamis Oriental State College of Agriculture and Technology), will serve as the temporary replacement of slain Dr. Ricardo Rotoras.

Licuanan is the concurrent chairman of the USTP Board of Directors and named Quirino as the temporary replacement of Rotoras.

According to Colber Rabaya, USTP executive dean, that Quirino will serve in temporary capacity because the university’s Board of Directors has not chosen the regular replacement of Rotoras.

Rabaya said choosing the new university president is a tedious and long process.

The Board of Directors, Rabaya added, will create a selection committee.

The selection committee will then publish within six months an announcement that they are open for applicants for USTP presidency.

Rabaya said those who want to apply for the position should submit their application letter to the selection committee.

Sa ilang publication, naa na didto ang ilang required qualification alang sa mga applicant. Ug open  kini sa tanan, bisan kinsa puwede maka-apply,” Rabaya said.

The selection committee, Rabaya said, would then endorse the applicant they chose to the USTP Board of Directors for final approval.

Rabaya said it is this process that has been followed and that the USTP vice president does not replace Rotoras automatically.

He said USTP’s management structure consists of one president, three vice presidents, two chancellors, and one executive dean.

“Level ang function ana  nila tanan, walay labaw  ana nila, ang labaw ana nila ang presidente ra,” Rabaya explained.
