In a six-page decision signed by graft investigation and prosecution officer Rey Mar Ondi on Dec. 15, 2017, the Mindanao office of the ombudsman found Beja administratively liable for simple neglect of duty.

Deputy Ombudsman for Mindanao Rodolfo Elman approved the decision on Dec. 22, 2017 but this paper obtained a copy only yesterday.

The decision stemned from a complaint lodged by city accountant Beda Joy Elot on July 22, 2016, accusing Beja of conduct prejudicial to the best interest of the service, dishonesty, and grave miscondct.

Elot complained that Beja approved the release of bonuses and cash gifts to barangay officials of Puntod in 2014 amounting to P535,017. She said it was “highly irregular.”

The ombudsman also ordered the Department of Interior and Local Government in Region 10 to serve the suspension order 10 days after receipt of the copy of the decision.
