That is good to hear as it will probably solve the congestion in most if not all narrow streets. As envisioned, the policy, which is being crafted in the Congress, will rid the streets of road-side parking thus reclaiming the natural width of the streets.

As reported in national dailies, the Senate has started the process of ironing out the details of a bill which would require prospective owners of motor vehicles to present proof that they have a parking space of garage for their new automobiles thus clear the side streets of obstructions.

It is a common site that car owners have turned to the side streets as their parking spaces causing congestions in the streets. This is true even for public utility vehicles whose franchises or provisional authorities to operate as public conveyances are also anchored on the required parking space or garage of operators.

Among the requirements for the issuance of the authority to operate a public utility vehicle is for the operator to have his own garage. The applicant must present proof of the existence and sufficiency of his garage, specifying its location and dimension which must satisfy the LGU zoning.

If this requirement is implemented to the letter then we should not see public utility motor vehicles being wantonly parked on side streets all over the city.  But why do we see these road eye sores? Is the implementation of the no-garage-no-franchise by the LTFRB wanting?

Well, probably. Just look around. We can see public utility vehicles being parked on side streets overnight. The traffic office and the LTO and LTFRB could probably jointly operate against illegal overnight parking of public utility vehicles.  Then revoke the franchises or provisional authorities of those found to have actually no parking areas or garages.

That will be a good start.
