COUNCILORS are also looking into a proposed ordinance on rainwater harvesting in line with the government’s policy to pursue water conservation and management.

The city council’s committees on planning and development, on environment and natural resources, and on ways and means chaired by councilors Nacaya, Zaldy Ocon and George Goking, respectively, started discussions on the proposed ordinance.

The proposal seeks to promote the “proper capture, storage and utilization of rainwater” from rooftops as well as from agricultural land and other land development to augment the water supply, contribute to groundwater recharge, and reduce demand for potable water. It also aims to reduce run-off and flooding on sealed ground surfaces.

The proposed law requires the installation of rainwater harvesting system for the construction of new houses, apartments, duplex or multi-storey buildings and residential development including but not limited to condominium complexes, subdivision with a building area of at least 50 square meters; and the installation of a rainwater harvesting system or small water impounding system (Swis) for all newly established agricultural plantations, among others.

The proposed ordinance also mandates the creation of the Cagayan de Oro Water Resources Management Board composed of representatives of the City Local Environment and Natural Resources, Office of the Building Official, City Engineer’s Office, City Health Office, Environmental Management Bureau of the Department of Environment and Natural Resources, Cagayan de Oro Water District, and other entities appointed by the city mayor.
