THE 18th City Council during its 119th regular session adopted a resolution expressing its unequivocal support to Senate Bill No. 2140 entitled: “An Act Providing Compensation to Sangguniang Kabataan Officials, further Amending Act 10742, otherwise known as the Sangguniang Kabataan Reform Act of 2015,” which was authored by Senator Paolo Benigno A. Aquino IV.

Councilor John Michael Seno, in his special report, said the bill seeks to expand the benefits of the Sangguniang Kabataan (SK) officials by providing them with monetary compensation, and to ensure them free from partisan politics.

Under the bill, the SK secretary and treasurer will be entitled to compensation and allowances equivalent to three-fourths of the monthly allowance received by the SK chairperson, while the other SK officials will be entitled to P500 per month in addition to any other compensation provided by this act. Honorarium will be granted at the end of every regular monthly SK meeting provided that the SK official is present.

In the current law, monetary compensation is not provided for the SK secretary, treasurer and other officials, but they are exempt from paying tuition and matriculation fees, among others.

Seno said the purpose of the SK Reform Act is to encourage and inspire more youth to participate in nation building and encourage the spirit of volunteerism, while recognizing at the same time the need to compensate SK officials for the work they do and the time and resources they give just to deliver the best leadership and service to the young constituents.
