In an interview, Siao said he approached DPWH-9 hoping that said portion of the bridge be completed soon as it would help decongest the increasing traffic volume downtown by diverting southbound motor vehicles to C-3, the Iligan East Diversion Road.

According to Siao DPWH told him that acquisition of the right of way at the approaches of the bridge is now the problem.

It was learned that the said bridge was constructed after typhoon Sendong through Calamity Funds from the national government that did not include provisions for the acquisition of road right of way.

It was also gathered that Road Right of Way acquisition is normally the counterpart of local governments traversed by national roads and highways.

Further, it was gathered that during the term of Mayor Lawrence Ll. Cruz and President Gloria Macapagal Arroyo the former requested and the latter approved that road right of way acquisition for C-3 Road is shouldered by the national government.

Unfortunately, however, the approaches to the Upper Hinaplanon Bridge were not considered as part of the C-3 Road it is connecting parts of an olde national highway, it was  said.

Siao asked DPWH to find ways to finish the said accesses to the bridge as soon as possible.
