XU implemented measures in accordance with the declaration of public health emergency set by the Philippine government in memorandum #1920-066 released on March 16. Strict implementation of social distancing measures, and shutdown of all campuses from March 18 to April 14 were elaborated in the memorandum. Shutdown applies to campuses in Divisoria, Macasandig, Manresa, and Pueblo.

However, mission-critical work and essential support services will still continue. These include activities that are crucial for XU to maintain: completion and online submission of take-home exams for college undergraduates, online submission of final grades, and others. According to the memorandum, guidelines for ‘mission-critical’ activities will be posted. ‘Essential support services’ refers to activities on campus that assist ‘mission critical work’ and operations.
