The Department of Education has issued updated work arrangements of the agency following the implementation of Alert Level 1 in most areas in the country.

This is in accordance with the Office of the President Memorandum Circular (MC) No. 96, which requires all government agencies to comply with a 100% onsite workforce.

The issued DepEd issuance is also in accordance with the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) Resolution No. 163-A, entitled Guidelines on the Nationwide Implementation of Alert Level System for COVID-19 Response, which requires government offices and agencies on Alert Level 1 to comply with 100% onsite workforce, while off-site work shall be subject to rules and regulations issued by the Civil Service Commission (CSC) and the Office

Based on DepEd Memorandum No. 029, series of 2022 or the Work Arrangements in the Department of Education during the Imposition of Alert Level 1 System for COVID-19 Response, 100% onsite reporting capacity is required for all DepEd offices.

It will cover all teaching and non-teaching personnel, including contracts of service and job orders in all offices, schools, and community learning centers (CLCS), which both implement face to face classes and distance learning modalities.

Meanwhile, remote and flexible work arrangements may be followed and executed, in accordance with CSC MC No. 18, p. 2020 and DepEd Order No. 11, p. 2020, also depending on the existing COVID-19 alert level in the locality where the offices, schools, and community learning centers are located.

Heads of offices and schools must ensure the provision of necessary support and equipment, including internet connection, to all onsite personnel to avoid delays and disruptions in the delivery of basic education services and ensure compliance with health and safety standards.

On the other hand, personnel infected or in close contact with a possible and confirmed case of COVID-19 are not required to report to work and may avail of an excused absence or Work-From-Home (WFH) arrangement.
