CLOSE to P400 million which city hall released to barangays since 2010 have remained unaccounted for, Mayor Oscar Moreno disclosed during his annual report to the city yesterday.

Moreno said the funds, amounting to some P381 million, have yet to be liquidated by village chiefs who are mostly associated with the Padayon Pilipino, the political party of former mayor Vicente Emano.

He said the funds include some P86 million from city hall’s Special Education Fund, and P295 million from the 20 percent development fund.

The funds were downloaded to the barangays from 2010 to June 2013 or shortly before Moreno assumed as the city’s mayor.
The funds, he said, were released to barangay chairpersons known to be political allies of the ex-mayor.

Moreno revealed this even as he claimed that he took over as mayor in 2013 with city hall owing banks some P900 million.
He however said city hall has been religiously paying the various banks, and succeeded in reducing the debts from P900 million to P519 million.

Moreno said teamwork in city hall’s revenue-generation efforts, and the cooperation of citizens made the local government afford to slowly wipe out the debts. -nitz arancon
