THE genius of the Local Government Code, RA 7160, is found in the provisions of the Executive and the Legislative Council. It is no different from the union of man and wife in Holy Matrimony. Simply put, you can’t have one without the other, as  Frank Sinatra crooned in “Love and Marriage,” unless memory fails this writer. It is precisely the reason why the shortened administration of dismissed transition Mayor Oscar S. Moreno was doomed from the very start. But what was excruciating was when a common friend from law school came over allegedly on “orders” by hambuguero Oca and maliciously insinuated that I could be silenced while laughing our way to our bank not unlike what many of what our friends in media end up.

To this day, I truly cannot understand why dismissed transition Mayor Moreno deemed it best from the start of his shortened transition administration that it was best for us, Kagay-anons, to know and hear from his own mouth that he “distrusts the City Council” knowing full well that the Local Government Code was simply made like man and wife: inseparable!

Could it be that Oca is in such state of life that for as long as he officially lives under one roof with his legally wedded wife, it is all right for him to frequently sleep elsewhere?

However, before I get misunderstood, let it be of record that while a good many in our City Hall swear that dismissed transition Mayor Moreno is frequently seen in indiscretions with a lady-lawyer-accountant in their respective offices, these are mere hearsays. Candidly, I have been asking the rumormongering-employees a good many a time but to no avail to execute the necessary judicial affidavits so I could handle pro bono both criminal and administrative cases. The reason why I truly write this lamentable episode in our own City Hall is because I love my city of birth and I want those serving Kagay-anons to do their job as they as are paid for, and not do extracurricular activities if not, monkey business.

With this, it is hoped that I am furnished the soonest possible time all the necessary evidence with the assurance that all the witnesses would be extended all the protection that they need to be provided with.

In the meantime, I hope even as I pray that both public officials stop pronto seeing each other even for official business. Signatures can be had without them seeing each other late at night. Right?

Anyway, it is best to state here and now that many Kagay-anons make it a routine to pass by that newly constructed and controversial residence in the upper barangay of our city just to make a record of any unusual tremor (?) and/or how often that government-purchased Prado spends overnight thereat.

Kagay-anons deserve better and efficient service from their public servants. And foremost of which, Kagay-anons demand that dismissed transition Mayor Moreno extend the necessary courtesy to an office of equal standing in the eyes of law. But, of course, the office must be that of the honorable City Council and not that of the city clown-cilors for over a decade now. Unless, of course, both dismissed transition Mayor Moreno and the city clown-cilors have already resigned to the inevitable: that Kagay anons will kick them out of City Hall this year with or without a Sendong-type drowning of evil spirits lurking at our government coffers.

With distrust disgrace is inevitable.

Because both PNoy and now detained yet ailing former president GMA are son and daughter, respectively, of former presidents, there is strong reason to believe that both are persons who have been reared just like kings and queens of old: they are the laws and all the rest are their serfs. But because we are in the age of emerging democracies, both will suffer the same ending in office. It is therefore our fondest hope that PNoy should pack up by now and by Labor Day, he should already be flying out of our country to a safe haven where extradition cannot reach him. Otherwise, the Veterans Memorial Hospital will have another unwelcomed visitor right after the May 9, 2016 elections.

Today, as in 1986, Mindanaoans are demanding their rightful place in history. The main difference, however, is that in the original People Power, our PACmen (Pimentel-Adaza-Canoy) were ready, willing and able to lead the fight against dictator, Ferdinand E. Marcos; but, they were not prepared to run our country, one after the other.

To us, Mindanaoans, it is now or never!

In 1986, the MIM – Mindanao Independence Movement – was prematurely born only right after Imperial Manila was able to hold hostage our God-fearing and loving President Cory; hence, the inevitable demise was from the very beginning.

Not this time!

With practically nothing but faith, hope and love for democracy, the Barog Pederal Mindanao-BPM-DC (supports Duterte-Cayetano) came to see the light of day to ensure that in the mostly event of a stunning landslide victory for the  Duterte-Cayetano tandem, the warm bodies that walked with faith, hope and love would continue to flourish even before our men are sworn to office.

The Barog Pederal Mindanao  (BPM-DC) is a socio-political movement (not a machinery of personalities but of principles) designed to wage a non-violent war against poverty and the promotion of lasting peace and posterity among the people of Mindanao.

With Divine providence, we aim to empower the poor, distribute wealth equitably and ensure the establishment of a Federal Form of Government for all the people of Mindanao-Sulu-Palawan-Tawi-Tawi; and, not just for the armed rebels pretending to have a cause but clearly driven by evil forces.

We welcome everyone with goodwill and consuming love for Mindanao to join our opening salvo on 9 January 2016, starting at 5 o’clock dawn.
