Arnado’s lawyer Dean Quijano said Capitan’s supporters disrupted executive and legislative work at municipal hall, and destroyed government property. He said the acts were considered sedition.

Tension has been gripping this town after the Supreme Court ruled that Arnado was disqualified in the 2013 elections, and that Capitan is the duly elected mayor of the town.

Capitan said the SC already decided on the case, and the Department of Interior and Local Government (DILG) was already informed about the entru of judgment as early as February.

But Capitan said the DILG has yet to issue an implementing order.

Arnado has however argued that he has a pending motion for reconsideration with the Supreme Court, and he still has other legal remedies.
