City Hall is ready for the implementation of the Salary Standardization Law (SSL4) and other priority programs and projects of the city government of Cagayan de Oro.

After thorough study and discussions, the 18th City Council during its regular session enacted Ordinance No. 13098-2016, approving Supplemental Budget No. 1 of the General Fund and Supplemental Budget No. 1 of the Special Account: City Economic Enterprises, both for calendar year 2016, with estimated incomes of P1,013,233,993.26 and P20,127,809, respectively, against estimated expenditures of the same amounts.

The ordinance also authorizes the transfer of the sum of P12,682,158 from the General Fund for calendar year 2016 to the Special Accounts of this year and approves the 2016 plantilla of personnel of the city government for the purpose of implementing the first tranche compensation adjustment for local government personnel.

The implementation of the salary adjustment is pursuant to Executive Order 201, Local Budget Circular 108 s. 2016 and Ordinance No. 13053-2016.

Councilor Edna Dahino, chair of the committee on finance, budget and appropriations, said each item of the budget proposal was critically examined and scrutinized through a series of consultations and meetings with committee members.

“The ongoing programs and projects of the agencies concerned were determined and compared to the 2016 annual budget and current performance,” she cited.

She said the committee exhausted all efforts to come up with a fair and just supplemental budget.

“…That will enable us to continue addressing our city’s urgent needs while fulfilling our commitment to fiscal responsibility,” she cited.

“In arriving with our decision we also choose to trust and to help the leadership of our chief executive to implement the programs and services…for the greater benefit of our people in our city in general,” Dahino said. (clo)
