POLICE tried and failed to serve an arrest warrant against former councilor President Elipe and his sister in Carmen and Camaman-an yesterday.

The warrant was issued by the 4th Division of the Sandiganbayanagainst Elipe and his sister PrestineQuizon in connection with a graft case filed by acting city administrator Dionne Gersana.

The two were accused of violation of Section 3(3) of RA 3019 and falsification under Article 171 Paragraph 4 of the Revised Penal Code.

Associate Justice Jose Hernandez, chairman of the anti-graft court division, signed the arrest warrant on Oct. 14, 2016.

Hernandez set the bailbond at P120 thousand–or P60 thousand each for the two cases–for the siblings’ temporary liberty.

City police director Senior Supt. Ronnie Francis Cariaga said the local police received a copy of the arrest warrant on Friday.

Cariaga said his men tried to serve the warrant to Elipe and his sister at the Elipe Park in Carmen and Barangay Camaman-an yesterday morning.

“Pag-adtosaatongwarrant server nianangduhaka address ngana-a sa warrant, negative man didto,” he said.

Cariaga said police were checking whether or not Elipe and Quizon already bailed out.

“Mahimo man ngasakortesiladinhimagbayadsabailbond, maonangato pang gipasusi,” he said.

Elipe and Quizon were accused by Gersana of conspiring to falsify Quizon’s daily time record (DTR) at the city council several years back. Gersana alleged that it was made to appear that Quizon reported for work as a member of the then councilor Elipe’s staff at a time when she was in China.

Ealier, the Office of the Ombudsman issued an order to bar the ex-councilor from holding public office for life because of the case. Elipe appealed the decision.
